It seems to me an underworld guild ought to be secret and to most invite only. Let me explain myself. You don't want everybody shouting about the guild and what they do all over the place (they are thieves, assassins, wenches) so I doubt they don't want their abilities shouted all over the place and worse yet I believe they don't want everybody to know they are around. It seems to me any thief organization (I am using that in a broad sense) would want a certain level of secrecy (HIGH). Those in the need to know do, and the rest are left wondering (what was that ? Why am I bleeding ? *WHAM* dead) or robbed blind or whatever you will have. It's something weird to see people of CCC going we will be the strongest and we will be a guild of thieves assassins and whatnots.
So anybody Invite only guild of thieves (an elite), people who can prove their worth, their ability and generally keeping their mouth shut. That's what the underworld is about.
